SPR# EECC72FFYN - To handle keyboard input, Notes has higher priority than IME, in another word, when user press UP/DOWN, if Notes decide to handle it, IME will have no chance to handle it any more. So Notes should judge if IME is open, if it is open, Notes will not handle UP/DOWN key. This problem has been fixed in Notes for Mac 7.0.3
